I asked a friend this earlier (it confused me too). You aparently have to activate your profile, then go in and deactivate everything, then turn Buzz off. Because google is making it as awful as possible.
(But nothing happens until the first time google says welcome to buzz when you log in - it's one of those things where not everyone becomes a member at once).
Some other people (Rydra? friendshipper? have had links to other places which help with fully disabling it (something on cnet?)
